Mendocino County VSSI Inspection for Revived Salvage Vehicles

Getting a rebuilt vehicle inspected can require some extra planning in Mendocino County, particularly when the car is stored far from the nearest licensed station. A failed appointment can mean another repair visit and another trip, so it pays to have the vehicle properly prepared before scheduling the inspection.

California’s current requirement is the Vehicle Safety Systems Inspection, commonly called VSSI. The former brake-and-lamp certificate system is no longer the procedure used for revived salvage registration.

Start with the current California requirement

DMV defines a revived salvage vehicle as one that was previously reported as a total loss and later rebuilt to operational condition. Registration requires an electronic VSSI certificate along with the other documents that apply to the transaction. 

VSSI checks several areas that can be affected by an accident or poor-quality repair. BAR’s current inspection scope includes brakes and lights, body structure, passenger-compartment safety equipment, steering and suspension, tires and wheels. A diagnostic scan, recall review and road test are included as well. 

For a vehicle in Ukiah, Willits, Fort Bragg or elsewhere in Mendocino County, it makes sense to complete the mechanical and collision work first. BAR specifically advises owners repairing their own total-loss vehicles to finish necessary repairs before going to the inspection station. 

Plan before transporting the vehicle

A little preparation can prevent an avoidable second trip. Before the appointment, walk around the car and review the systems most likely to create a problem.

Pay particular attention to:

  • headlights, stop lamps, turn signals and other required lighting; 
  • brake operation and any brake-related warning indicators; 
  • tire wear, wheel condition and TPMS warnings; 
  • windshield, seat belts and airbag systems; 
  • suspension or steering parts replaced after the accident; 
  • unfinished body or structural repairs. 

Open safety recalls also need attention. BAR lists unresolved recalls among the common reasons a vehicle fails VSSI. Manufacturer recall repairs are generally performed without charge to the owner. 

This preparation cannot substitute for the formal inspection. It simply gives you a chance to correct visible problems while the vehicle is already being repaired.

How the former brake-and-lamp costs compare

Drivers researching older California requirements may see references to a $7 certificate or a $60 to $120 inspection. Those figures come from the previous brake-and-lamp system and are included in this site’s /faqs.html information.

They should be viewed as historical prices.

The state’s current VSSI guidance does not set one universal inspection price. BAR says the amount varies by station. 

Repair expenses are separate as well. A malfunctioning lamp may involve a small electrical repair, while accident damage to the suspension or structural components can require considerably more work. There is no meaningful single “typical repair” price that applies to every revived salvage vehicle.

Ask the inspection station for its VSSI fee before arranging transportation. If you already know the vehicle needs mechanical or collision work, obtain that estimate separately.

What changed from brake and lamp to VSSI?

Statewide VSSI inspections began in July 2024 as California replaced the separate brake and lamp programs with one broader safety inspection. 

The change means a current salvage title inspection in California cannot be approached as a brakes-and-headlights check alone. A vehicle rebuilt after substantial damage may be examined across several interconnected safety systems.

This is especially relevant when one collision affected multiple parts of the car. A front-end impact can involve lighting mounts, steering, suspension, structural components, wheels and electronic systems at the same time.

Passing and failing the inspection

After a successful VSSI, the station gives the customer a vehicle safety report and electronically transmits the certificate to DMV. The owner can then continue with the remaining registration requirements. 

When a car fails, the report identifies the reasons. Complete those repairs before scheduling another appointment. The next inspection covers the required systems again, so the station does not merely recheck the one item repaired after the first visit. 

For Mendocino County owners, that makes thorough preparation particularly valuable when reaching the inspection facility involves significant travel.
